The maximum shutter time is the longest time to accumulate photoelectrons by the CMOS image sensor.  
If the maximum shutter time lengthens, a screen can become brighter
by improving sensitivity under low illumination.  
 
But a blurring of an image is occurred easily in fast-moving subjects.  
If the maximum shutter time shortens, an image becomes darker,
but it can be shoot fast-moving subjects without blurring under bright illumination.
